The pitcher doesn't have to have a glove on, so he should be able to through with what ever he wants. The batter has no choice. What about steping on the plate is that not an out? The pitcher gets the advantage 99 percent of the time when he has the option to switch and the batter is unable to do so. He can switch but can't switch back. You see it in games all the time. A big hitter comes to the plate and they'll switch pitchers just to deal with that guy and then switch pitchers again.
